Tim Ballard – Summary of False Allegations Against Him & the Evidence Refuting Them
Background
Tim Ballard worked in the U.S. Department of Homeland Security for 12 years, serving as a
special agent on the Internet Crimes Against Children Task Force and the U.S. Child Sex
Tourism Jump Team. Seeing a need that could not be filled by governmental organizations, in
October 2013, Tim left government service to establish Operation Underground Railroad
(O.U.R.), a nonprofit organization dedicated to combating child sex trafficking through sting
operations and support for law enforcement agencies worldwide. One of his many successful
operations was portrayed in the 2023 film Sound of Freedom, starring Jim Caviezel, which
grossed over $250 million globally, making it the 10th highest-grossing film in the U.S. that year.
Now, Tim primarily focuses his efforts on working with the Tim Ballard Foundation, a nonprofit
organization dedicated to combatting sex trafficking worldwide.
The Couples Ruse
In order to convince traffickers that he is a legitimate consumer of sex services without actually
having to engage in sexual activity, on occasion Tim and other operatives employed a tactic
sometimes referred to as “the couples ruse,” which involves a male and female operator posing
as a couple and using techniques such as feigned jealousy as an excuse to decline sexual
encounters with prostitutes and sex slaves. (For example, if sexual services were offered to Tim,
he could use the excuse that his “girlfriend” wouldn’t want him to do that in front of her, but that
he would come back without her later.) It would have been significantly easier for operatives
such as Tim to engage in sexual relations with prostitutes and sex slaves in order to maintain
their undercover image (as some undercover operatives do), but Tim and others that work with
him did not want to compromise their moral standards. The couples ruse is just one of many
tactics employed by Tim and other undercover operatives to infiltrate sex trafficking rings with
the goal of saving abused children.

Strategically-Timed Lawfare
Beginning in October 2023, just three months after the release of Sound of Freedom and less
than a month after announcing a potential Senate run, Tim became the target of a
coordinated attack of false allegations by attorneys intent on destroying his reputation
and dismantling his efforts to combat child sex trafficking. The lawsuits were all filed by the
same attorneys: Alan Mortensen & Suzette Rasmussen. In the initial two lawsuits, several
women and one man sued Tim and others (they even sued Tim’s wife) based on false
allegations of sexual assault. Thereafter, the same attorneys filed additional false
lawsuits. One is on behalf of a now-convicted child sex trafficker, Kely Suarez, who sued Tim
for defamation, claiming she was falsely portrayed as a trafficker in Sound of Freedom. Another
one was on behalf of Bree Righter, who falsely claimed Tim refused to call an ambulance when
she injured her eye (Tim was not even present when she was injured), and that Tim trained
another man to assault Ms. Righter (she later defined the assault to consist of “cuddling,
necking and kissing” — this case against Tim was dismissed). Another suit was on behalf of a
woman who complained that Tim and others at OUR disagreed with her when she defamed
them online, and that this written exchange of opinions somehow amounted to harassment.
That case was also dismissed.
Importantly, all of these allegations are false. Tim has never sexually assaulted anyone, nor
would he ever do such a thing, and Kely was indeed convicted for trafficking children for sex.
The following are brief summaries of the fraudulent allegations by the accusers and the
evidence impeaching their false claims.

6 Women Sue Tim for Sexual Assault, All Represented by the Same Attorneys (Alan Mortensen & Suzette Rasmussen)
Celeste Borys
Celeste was Tim’s executive assistant and undercover Couples Ruse partner for over a
year until shortly before she sued him for sexual assault. Just two weeks before she
decided to make false allegations in hopes of reaping millions of dollars, she wrote the
truth in a letter to Tim’s church leaders refuting allegations coming out against him:
“I have been working with Tim Ballard for almost one year. I have felt safe
being Tim’s partner in every operation I have been on; I have never been
taken advantage of. He has always respected me and all the other
operators around me.”
She also sent the following private text message when a friend reached out to her asking
about the allegations coming out about Tim:
“It’s so sad. I’ve been doing operations since last October. … I can assure
you. All the rumors are disgusting and not true. I know cause I’ve been
there.”
The above statements were made voluntarily by Celeste, from the comforts of her own
home, shortly before she realized she might be able to get rich by falsely changing her
story. But Celeste had indeed been Tim’s assistant for a full year prior to these bogus
allegations coming out, and she knew Tim was not prone to sexually assaulting anyone.
He was and is loyal to his wife, and respectful of the women he worked with.
As allegations by others began to emerge, Celeste knew they were false and spoke out
against them. She even came up with an idea for a podcast series about the Couples
Ruse. She appeared with Tim on a podcast by Marisol Nichols in which Celeste happily
discussed her experiences and successes working with Tim, and she pushed to get the
podcast published in order to combat the rumors.
Sadly, she also confided in a friend that she had fallen “in love” with Tim, “who is
married,” that she wanted a divorce from her husband, that her credit cards were maxed
out, and that she had no access to money. When it became clear to her that Tim was not
going to reciprocate her infatuation with him (because he was devoted to his wife and
family), she flipped the script, joined with her husband (who had access to the bank
accounts), stopped pursuing a divorce, and falsely sued Tim with the same set of
attorneys as the others.
In her lawsuit she initially claimed that Tim engaged in “several sexual acts” with her
“with the exception of actual penetration.” Ten months after that, she flipped her story
again, suddenly claiming that Tim penetrated her sexually. All of her allegations are
false.

Kira Lynch
Kira Lynch attended a training for O.U.R. operations but was not selected as an
operative and never went on an operation. On January 7th, 2022, Tim went to her house
for a haircut and a wax (this is what she did for a living), as Tim was leaving the next
morning for a family vacation. Kira asked him to remove his belt so that she could wax
his stomach. After finishing the wax, Kira asked, “Want to get naked?” She offered to
have him “see my boobs,” referring to the fact that she had just gotten a breast
augmentation. Tim declined and quickly made his way out of the house, leaving his belt
behind. Tim was very concerned about Kira’s behavior and determined he would never
be near her again. A few hours later, Tim texted Kira and O.U.R. operator Matt Cooper
(Coop) indicating he wouldn’t have his phone available while on vacation and that Kira
should contact Matt instead of Tim. Kira put a “♥” reaction on the message. Tim also
texted Kira directly, asking for her address so he could pick up his belt. She gave him the
address, and he picked up the belt.
More than a year and a half later, Kira falsely claimed she was assaulted by Tim when
he went to her home. In the original statement she submitted for her lawsuit, Kira
claimed that Tim made sexual advances on her, despite her protests. She explicitly
stated there was never any sexual “penetration.” Ten months later, she changed her
story (at the same time Celeste Borys changed her story), saying that “he forced his
penis inside of my vagina”. Thus, Kira went from submitting a complaint in October 2023
with a thorough personal statement of all relevant facts that explicitly alleged no
“penetration,” to 10 months later suddenly claiming sexual penetration — at the same time
Celeste Borys changed her story in the same manner via the same attorneys. The judge
for Kira’s protective order case saw through her sham and denied her request for a
protective order.
Note that Kira reacted with a “♥” to Tim’s text message just a few hours following what
she now falsely claims was a rape, and gave him her home address so that he could
return to her home. If she had just been raped, would she really give her perpetrator
directions back to her home the next morning? Of course not. Immediately following the
January 7–8, 2022 interactions, and for many months thereafter, Kira continued pursuing
Coop to train her to do operations with Tim. She was not able to communicate directly
with Tim because he blocked her.

Sashleigha (Sasha) Brady Hightower
Sasha participated in one O.U.R. operation as Tim’s Couples Ruse partner from May 6th
through May 9th, 2021. More than two years later, she falsely claimed she was sexually
assaulted by Tim during that operation. The extemporaneous evidence clearly shows
Sasha’s allegations are false.
Immediately following the operations, in a recorded debrief session with multiple
participants including Sasha, Sasha enthusiastically explained how the Couples Ruse
worked perfectly in helping them gather intel and protecting them from sexual advances
from staff members in a massage parlor (that offered a lot more than just massages).
When sex workers started making sexual advances on Sasha and Tim, Sasha used the
excuse of wanting to have sex with her boyfriend (i.e., her Couples Ruse partner Tim) to
get them to leave the room. Once the workers left the room, she and Tim made noises,
pretending to be sexual with each other, but they were not sexual. Sasha clearly
explains this in her own words in the debrief video (see below to watch the video for
yourself). Then in a private video Sasha recorded late at night in her hotel room, she
documented her ability to make blood come out of her mouth and explained that she
used the blood to make it appear like “something happened” (meaning to make it look
like she and Tim had sex in the room after Sasha kicked the sex workers out). Sasha
emphasized in the video that actually “nothing happened” between her and Tim.
After this operation, Sasha actively sought and engaged in further training for future
operations, and she even invited her friend, Mary Hall, to attend an O.U.R. operator
training so that Mary could participate in Couples Ruse operations as well. She certainly
would not have done these things if she had been abused by Tim.
Mary Hall
Sasha introduced her friend Mary Hall to Tim and Matt Cooper (because Sasha enjoyed
her experience and felt Mary could also be a good fit). On October 28, 2021 Mary
attended an O.U.R. operator training, with the possibility of doing Couples Ruse
operations with Tim. Mary was paired with Matt Cooper during the training, and Tim, Kira
Lynch, and others were also in attendance. After the training, Tim texted Mary saying he
had decided to stay out of undercover work for now (so he would not be her Couples
Rules partner), but that O.U.R. still looked forward to training Mary and working with her.
On November 11, 2021, Mary responded, “Hey! I appreciate the update. You’ve got to do
what you feel like is best for you/your family/your team in this moment & I respect that.
😊 definitely still looking forward to working with you all & getting trained!” Mary and Matt
Cooper briefly spoke on the phone after this, but Mary never ended up continuing
training, as she got busy with work projects. Two years later, she joined forces with
Sasha and others in the lawfare against Tim, falsely claiming Tim sexually assaulted her
during the October 2021 training. Her claims are false. After the training, with a
smiley-faced emoji 😊, Mary told Tim she is “still looking forward to working with you …”
She clearly would not have sent such a positive and enthusiastic text response to Tim
after the training if she had just been assaulted by him.
Amy Davis
Amy attended an O.U.R. operator training on October 15th & 16th, 2021, but while she
made full use of the hotel room and accommodations paid for by O.U.R., she never
actually attended any of the classes. Because she was at the hotel but had not attended
training, Tim stopped by her room on his way down to the training, and asked if she
would attend. She said she did not really need training, and proceeded to pretend to
exhibit her skills, but she was actually attempting to seduce Tim. Tim left the room and
immediately reported the uncomfortable interaction to multiple people. Amy later
wandered into the training session only to whisper in Tim’s ear for him to come up to her
room that night. Tim reported this to multiple staff members and asked them to remove
Amy from the training, which they did. Amy’s own text messages confirm she was kicked
out of the training, and that she was attracted to Tim. The day after Amy was kicked out
of training, Tim sent her a friendly text to smooth the blow a bit, and he sent a copy of
the text to Matt Cooper and explained that his purpose in sending it to Amy was to
smooth the waters in case O.U.R. still wanted to use her, but that she blatantly violated
the policies and Tim wouldn’t be working with her.
Two years after the only training Amy ever attended, in October 2023 Amy joined in the
lawfare with the other women. She falsely claimed that Tim sexually assaulted her during
the time in question. Her allegations are false, and text messages from Amy to Tim after
she found out Tim wouldn’t be partnering with her for ops show that she was very
comfortable with him (and even infatuated with him). For example, after the date she
now falsely claims she was assaulted, she made the following statements to Tim:
- “I’m sad we can’t train together.”
- “I felt really comfortable with you.”
- “Hopefully the decision wasn’t because of me.”
- “I really respect and admire you and loved our connection.”
- “I trust you and felt like we were a good fit.”
- “. . . maybe we can talk in person?”
- “I’m sad I can’t see you.”
- “Maybe your eyes cast a spell on me lol”
- “Baby blues”
In her lawsuit, Amy also claimed “I was told … to go to training, but there wasn’t any
training to go to.” She and the other women have claimed Tim never did any real
operations to rescue kids, and never offered any actual training. These allegations are
absolutely false, but show how desperate these women and their attorneys are to paint a
false narrative. All rescue operations have been coordinated with official law
enforcement and can be validated with voluminous documentation, and the trainings
were all well documented.
Krista Kacey
Krista participated in undercover operations with Tim for about a year, from March 2021
through March 2022. Throughout her work with Tim, she recorded various videos
confirming that they maintained strict boundaries while performing the Couples Ruse.
For examples, she made the following statements via videos and writing:
On approximately June 9, 2021, immediately after a BVI/Cozumel operation that took
place May 25–June 8, 2021, Krista made a personal video confirming she did the
couples ruse with Tim, and kept all the rules including “No kissing on the lips, touching or
exposing private parts including breasts and genitalia, and any other thing you can
imagine. We kept really strict boundaries.”
June 24, 2021, immediately after an operation in Cancun and Cozumel, Krista
acknowledged on video that she kept serious rules “as always,” that she and Tim “were
very respectful to each other,” and that the operation was professional and appropriate.
On March 18, 2022, after which she never did another operation again, Krista
acknowledged in writing that she and her couples ruse partners “have not violated” any
of the rules, including that she has not “engaged in the following acts” during the
operations: “Kissing on the lips, touching or exposing private parts including Breast and
Genitalia.” She further acknowledged that as a Couples Ruse participant, she was
“posing as a couple under a false pretense that they are romantically involved,” in order
to “infiltrate human trafficking criminal networks”; and that she and her partner would
“use their status as a couple to engage traffickers and trafficking victims without abusing
victims or engaging in harmful illicit activities where male operators would normally be
expected to do so.”
Thus, on multiple occasions Krista acknowledged the importance and value of the
Couples Ruse tactic, and that she and her partners conducted the Couples Ruse as
designed, and in accordance with the rules. In her statement filed with her lawsuit, she
acknowledges that the operations were real, and that she “worked closely with trafficked
women” on those operations.
Also of note, she and several of the women attempt to claim Tim became intoxicated
from time to time. However, she says in her lawsuit statement that when she was
interviewing for the position as operator, she asked: “Would I need to drink alcohol
(which I had never done)? No, Tim said he never has to drink. He’s really good at faking
it and told me some of his tricks.” Of course, Tim and his partners have to pretend to
drink, but they do not actually ingest the alcohol.

Through the Same Attorneys, Bree Righter Falsely Sues Tim Claiming He Coerced O.U.R. Trainer & Operator Matt Cooper to Sexually Assault Her
On June 4th–5th, 2021, Bree Righter participated as Matt Cooper’s Couples Ruse partner in an
O.U.R. operation in the British Virgin Islands. Before she decided she could get rich by making
false claims, she said the following of Matt after the operation:
“Matthew Cooper is an incredible human being. He could not have been better to
work with during the Op. There is zero way it could have felt less awkward or more
safe. Boundaries were perfect.”
In October 2023, more than two years after Bree’s experience in BVI as an operator, several
women filed suit seeking millions of dollars from Tim. More than a month later, Bree herself
joined attorneys Mortensen and Rasmussen’s team and sued Tim, Matt Cooper and others.
According to her lawsuit, Matt Cooper was not actually the “incredible human being” she said he
was immediately after the operation. Instead, likely with dollar signs in her head, in her lawsuit
she falsely claimed she was sexually assaulted by Matt Cooper and that Tim assaulted her and
conspired with others to have Matt Cooper assault her. The lawsuit was dismissed, and Tim
sued her for defamation. In May 2025, Bree submitted a sworn declaration to the Court, in which
she downgraded the purported “assault” to “cuddling, kissing, necking.”
Bree has been a licensed therapist since before the time she worked with Tim and Matt. She is
not one to be easily manipulated, given her training and strong personality. In fact, she regularly
offered to counsel with Matt or Tim. As mentioned above, text messages sent by Bree after the
operation in which she was allegedly assaulted show Bree expressing deep admiration and
appreciation for Matt. For examples, in addition to the unsolicited text where she said Matt “is an
incredible human being” and that there was “zero way it could have felt less awkward or more
safe,” she also texted directly to Matt:
- In response to a photo of Matt meditating/praying in India, Bree says to Matt, “That’s an amazing picture Matthew Cooper ♥ … My favorite thing about the picture is that it has one of my favorite people in it having a peaceful spirit filled moment”;
- “Hopefully she is as honorable and good as Matthew Cooper”;
- “You are the best”;
- “How are things going at OUR? And how are you?”;
- “How is Tim doing for real? His wellbeing is on my mind this morning. And yours… How are you doing for real”;
- “I’ll just remind you… That you actually can talk to me any time. I’m always here”;
- “I’m your friend. Always.”
Text messages also show Bree enthusiastically seeking to participate in more operations after
she was allegedly assaulted:
- “Definitely hoping to go on another Op soon.”
- “Do you know what, if anything, is happening with me and Ops? Is the Caribbean thing still happening. … I still want to do this thing”
- “I don’t know how anyone could not know that I’m enthusiastically still on board”
- “I would really be happy helping in any way I can.”
Bree also included in the lawsuit false allegations that Tim cold-heartedly refused to call an
ambulance when she got injured during an operator training (which ironically happened at the
training that Amy Davis alleges never occurred). The evidence clearly shows Tim was not
present at that part of the training event, and that Matt took great care of Bree after her injury
and ensured all her hospital expenses were paid.

Mortensen & Rasmussen Recruit a Now-Convicted Sex Trafficker to Sue Tim for Defamation, Claiming that Tim is the Real Trafficker
In February 2024, Mortensen and Rasmussen, the attorneys representing all the plaintiffs in the
various lawsuits against Tim, went to Colombia and recruited a child sex trafficker named Kely
Suarez Moya to sue Tim, Angel Studios, and others for defamation based on the alleged
depiction of her as a child trafficker in Sound of Freedom (via the character Katy Juarez). In
2014, Ms. Moya was in fact arrested during a sting operation after she and other traffickers
orchestrated a sex party on an island for their “clients” (Tim and other undercover agents). Just
over six months after filing her defamation suit in Utah, she was officially convicted of child
trafficking in Colombia, with video footage showing her and other traffickers negotiating the sale
of children for sex and grotesquely discussing with the undercover agents how to safely engage
in sex acts with the children. Law enforcement also found a notebook in Kely’s possession that
said “Trip” and listed the names of 30 children, presumably who Kely was planning to bring to
the island to be offered up for sex services. The conviction was upheld on appeal.
Kely and her attorneys have gone to extremes, publicly claiming repeatedly that Tim is the real
sex trafficker and that the Colombia Island Raid was fake. Of course, the Island Raid is well
documented and real. It could only have been “fake” if major news outlets, the U.S.
Government, the Colombian Government, all the undercover operatives, all the law enforcement
operatives, and the victims themselves were all in on the “fake.”
Mortensen & Rasmussen Are Accused of Attempted Bribery and Coercion by a Rescued Trafficking Victim
While in Colombia, Kely’s attorneys also attempted to recruit Pedro Florez Ramos to sue Tim.
Pedro is a survivor of the 2014 island raid depicted in Sound of Freedom (in which 54 children
were rescued and Kely Suarez and others were arrested for trafficking). He was loosely
portrayed in the movie through the character Simba. Mortensen, Rasmussen, & Celeste went to
Colombia and, according to Pedro, attempted to bribe him to sue Tim. When Pedro refused,
Pedro says they tried to harass him into compliance by showing him a binder full of detailed
confidential information about him and his family, including their full names and addresses,
which would put him in great danger if released to the public. Pedro held his ground and did not
sue Tim because Pedro was a true victim and Tim rescued him. Mortensen and Rasmussen
then published Pedro’s parents’ full names and city of residence in the publicly-filed Kely Suarez
Moya complaint, greatly endangering them and Pedro (who lived a 5-minute walk away from his
parents). They also made public statements claiming Pedro lied about being a trafficking victim,
and Pedro and his husband were forced to flee from Colombia to a safer location (with Tim’s
help) after receiving multiple death threats and being hunted by hired assassins. Pedro has
since filed a lawsuit against Mortensen, Rasmussen, and Celeste.
Mortensen & Rasmussen Launch Aggressive, Unprofessional, & Inappropriate Attacks on Tim, His Wife, and His Witnesses (Likely Hoping to Dissuade Them from Testifying Truthfully) Through Social Media and Direct Contact
Mortensen & Rasmussen have relentlessly attacked and slandered Tim’s name on social media
throughout the lawfare, comparing him to convicted murderers and rapists and using grotesque
language that is entirely unbecoming of professional attorneys. They have also directly
contacted places of business that have served Tim as a customer, threatening to take the
businesses down if they did not denounce Tim. Via social media, Mortensen made the following
statements about Tim, his wife, and supportive witnesses in posts and comments:
- (Referring to Tim and 3 others as) “4 dumb a**es”
- “Argentina is finally on to this POS.”
- “He has committed more fraud than JS on steroids.” (“JS” referring to Joseph Smith)
- “Matt Cooper is a brain injured idiot…” (referring to a real injury suffered by Mr. Cooper)
- “Troy Ables is a toothless idiot. Tim Ballard’s mommy bought him dentures so he would stop gumming up Tequila Tiny Tim’s stupid productions” (referring to an actual medical issue causing a need for dentures by a podcaster who has published interviews of Tim)
- “@TimBallard and his Barzeesque wife Kate want your money because they are incapable of real work. The Ballards are on the Mt. Rushmore of Mormon fraud/trafficking couples.”
Mortensen deleted his social media accounts at least once during his lawfare campaign, and
one of his accounts disappeared another time (does he sometimes recognize the gross
defamation he’s fomenting and temporarily pull himself back?)
An anonymous X account believed to belong to an attorney for the false accusers posted the
following:
- “@osiris919 would you please just shut the f*** up already. Seriously. Shut the F*** up! Educate yourself on court process. Then educate yourself on your rapist Bestie. Apologize to all his victims and even after all that… just shut the f*** UP!”
- “Tim Ballard is a trafficking psychopath rapist who created the demand! His non-profit @OURrescue covered it up. Once they couldn’t they ‘separated’ but still fundraise off his name. They are disgusting!”
- “When this is over you realize how wrong you are. You won’t know what is making you want to hide more. Embarrassment from supporting a trafficking rapist or shame for being a part of exploiting trafficking victims @NancyRoss1776 you are just a pathetic pawn for Ballard. You’ll see”
- “He’s the guy who trafficks women. Doesn’t save kids but just says he does to raise money for personal gain. It’s all fake. Oh, Glenn Beck fired him also. And no. I’m not a bot or deep-state”
- “The similarities between Tim Ballard and Ted Bundy is unreal!”
The owner of this anonymous X account (believed to be the accusers’ attorney) has pretended
he/she is not an attorney suing Tim, but rather just a random person who’s been researching
Tim and thinks negatively of him. Here are some examples:
- “Since this whole Kash thing broke out I looked more into Tim Ballard. He’s tricked a lot of people with his movie and harmed the cause! Cases are still in litigation with multiple criminal investigations. After reading court filings I was shook.” (11/26/2024)
- “Since you’re familiar with what he posts you would know Tim Ballard raped [Mike’s] wife. I just saw myself after going down the Tim Ballard rabbit hole yesterday.” (11/26/2024)
- “I got sucked into reading about T Ballard’s mess yesterday. Looks like he’s losing this case too.” (11/25/2024)
- “Didn’t Tim Ballard just get a permanent sexual violence protective order because he trafficked his assistant for over one year? There were more women before her I think? People kept saying it was fake but there has to be truth to it when he started losing in the courtroom.” (11/24/2024)
Mortensen & Rasmussen Spread the Lie that Tim Was Criminally Charged in Argentina
In late May 2025, Mortensen, Rasmussen, and some of the accusing women met with officials
in Argentina and, through another private attorney, submitted a trumped-up request for them to
open a criminal investigation of Tim, claiming Tim was a spy for the US Government! The
Argentine court quickly rejected the request, but Mortensen falsely proclaimed on social media
that “Tim Ballard was recently criminally charged in Argentina for fraud and espionage.” Tim was
never charged with and has committed no crimes in Argentina. This was another of the many
deceitful attempts to defame him.
Conclusion
Tim is innocent. He is the victim of a relentless attack aimed at thwarting his efforts to rescue
